The situation for cigar smokers in Spain could worsen. The government has approved a total ban on smoking in outdoor public spaces, including hospitality terraces, open-air events, stadiums, bullrings, concerts, beaches, bus stop shelters, and public parks.

The situation for cigar smokers in Spain could worsen. The government has approved a total ban on smoking in outdoor public spaces, including hospitality terraces, open-air events, stadiums, bullrings, concerts, beaches, bus stop shelters, and public parks. It even establishes a fifteen-meter buffer zone around hospitals, schools, and playgrounds where smoking will be prohibited.

The ban has not yet come into effect, as it still requires parliamentary processing, but the government intends to finalize it before the current administration ends in July 2027. If successful, Spain would once again become the country with the strictest smoking ban in the European Union—and undoubtedly one of the most restrictive legal frameworks in the world for cigar smokers.

Furthermore, Health Minister Mónica García has stated that the government intends to “eliminate the current exemption for smokers clubs,” which would make the Spanish government the first in the world to ban smoking in strictly private facilities.

However, all is not lost. The government, a coalition of left-wing parties, lacks majority support in the parlament and will face an uphill battle to pass the measure in Congress. The executive branch is currently in a position of extreme weakness, beset by corruption scandals and the refusal of Catalan nationalist parties to support any of its initiatives. This is the crucial factor: even if they managed to complete the entire parliamentary process in under a year—a difficult feat in itself—they would need a majority they currently lack without the support of the Catalan right-wing party.

If they fail to pass the bans before the legislative term ends, the bill will lapse; it would then fall to the new government—formed after the next election—to start the legislative process from the beginning.
